A subsidised distant-water fleet that drags weighted gear over seamounts, turning coral gardens that predate human history into rubble in a single pass. They chase the spawning aggregations that gather on these peaks, taking the future of the stock along with the catch. Disrupt-tier: we mark and monitor the VME closures, foul trawl doors, and recover the smashed coral as evidence of the breach.
