Fleet Disposition

Every hull, submersible, ROV swarm, and aerial wing the League can put to sea — where it is, what it carries, and what it was built to do. The fleet is deliberately small and deliberately deniable: a research vessel here, a fast patrol boat there, a cloud of drones that NEREID flies while a human sets the intent.
