Human Resources

The League is hands and hulls before it is anything else. Human Resources crews the divisions — recruiting, vetting, clearing, and developing the people who carry the ocean's mandate. We hold the roster, the clearances, and the discipline that keeps a clandestine fleet a fleet and not a mob.

The People Function

HR owns the lifecycle of every member of the League — from first contact through clearance, deployment, development, and, when it comes, disengagement. We are the keepers of the roster and the call-sign register, and we are accountable to Legal & Ethics for the integrity of every clearance we grant. The work is procedural by design: in a fleet that operates outside the law, who we let aboard is the first line of defense.

First principle. Trust is granted in tiers, earned by record, and revocable on cause. No one carries more of the League than their clearance allows.

Clearance & Onboarding Pipeline

Every new hand moves through a fixed pipeline before they touch an operation. The steps are logged to NEREID and counter-signed by HR and the receiving division. The full intake procedure and TIDEWATER tier definitions are held in Onboarding & Clearance.

  1. Contact & sponsorship. A current member sponsors the candidate; HR opens a confidential file under a provisional handle.
  2. Vetting & background. Intelligence & Dispatch runs an integrity and exposure review. No file proceeds without it.
  3. Clearance assignment. A TIDEWATER tier is set to the role, not the person — least-privilege by default.
  4. Call-sign issue. The member is entered in the call-sign register and bound to their division roster.
  5. Academy induction. Track assignment and core certification through the Training Academy.
  6. Doctrine attestation. Signed acknowledgment of the Intervention Doctrine and TIDEWATER handling rules before first deployment.

Training Tie-In

HR does not develop people in isolation. Every role family maps to a curriculum track and a certification ladder run by the Training Academy, mapped role-by-role in the Training Matrix. Onboarding, recertification, and promotion all reference the same catalogue, so a member's record and their readiness are never out of step.
